The Joe Gqabi District Municipality convened its first Special Council Meeting for 2026 at the Council Chamber in Barkly East, where Council considered and noted several statutory governance, performance and oversight reports critical to the municipality’s accountability, planning and service delivery trajectory for the 2025/26 financial year.
Council received and noted the following reports:
The Draft Consolidated Annual Report of the Joe Gqabi District Municipality for the 2024/25 financial year was tabled, outlining the municipality’s activities, service delivery performance, budget implementation, audited annual financial statements, and corrective actions in response to audit findings. The report will be advertised for public comment, submitted to the Auditor-General, Provincial Treasury and the Department of Cooperative Governance and Traditional Affairs, and tabled before the Municipal Public Accounts Committee (MPAC).
Council noted the Service Delivery and Budget Implementation Plan (SDBIP) Performance Report for the second quarter of the 2025/26 financial year, reflecting performance against quarterly targets and providing an overview of the municipality’s financial and non-financial performance. The report indicates an overall average municipal performance of 51.51% across all directorates for the quarter ending December 2025, with modification of some SDBIP targets and budget adjustments now required to accommodate changes experienced over the past six (6) months.
A report was presented on findings and reviewed recommendations emanating from site visits conducted by the Strategic and Governance Committee at outspans owned by the Joe Gqabi District Municipality.
Council noted measures implemented to promote prudent financial management and curb non-essential expenditure as tabled on the Cost Containment Report for Quarter 2 (2025/26).
The Supply Chain Management Report for Quarter 2 provided an overview of procurement activities and compliance with supply chain management prescripts.
In addition, Council received and noted the Joe Gqabi Economic Development Agency (JoGEDA) Annual Report for the 2024/25 financial year, which includes audited financial statements, the Auditor-General’s report, and the entity’s annual performance report. Council further authorised the Municipal Manager to make the report public, invite community representations, forward it to MPAC, and submit it to the Auditor-General, Provincial Treasury and National Treasury.
Key Resolutions
Council resolved, among others, to:
• Note the Draft Consolidated Annual Report for 2024/25 and subject it to public participation processes.
• Note the SDBIP Performance Report for the second quarter of 2025/26.
• Receive and note the JoGEDA Annual Report for 2024/25 and institute the prescribed oversight and public participation processes.
Council Speaker Cllr Mzukhona Bomela stated that the meeting confirmed Council’s dedication to transparency and legal compliance. “This Special Council Meeting demonstrates Council’s resolve to begin 2026 on a strong footing, ensuring that all statutory reports are tabled timeously and that oversight processes are activated in the best interests of our communities.”
He further emphasised the role of public participation in strengthening governance. “We encourage residents of the district to engage with the annual reports once they are made public and to submit their inputs. Active citizen participation strengthens accountability and helps us build a responsive and capable municipality.”
Executive Mayor, Cllr Nomvuyo Mposelwa, welcomed the tabling of performance and accountability reports, noting their importance in driving improvement. “The reports presented today provide us with an honest reflection of where we are as an institution and where we must intensify our efforts. Our focus remains on improving service delivery outcomes and strengthening financial viability.”
