Eastern Cape Finance MEC Mlungisi Mvoko for this week spearhead critical workshop on the Division of Revenue Act (DoRA) in the Joe Gqabi District Municipality, as part of a broader provincial initiative aimed at strengthening financial governance and infrastructure planning in municipalities.
The session, hosted by the Provincial Treasury in collaboration with the Departments of Cooperative Governance and Traditional Affairs (DCoGTA), Water and Sanitation (DWS), Mineral Resources and Energy (DMRE), the Municipal Infrastructure Support Agent (MISA), and the South African Local Government Association (SALGA), follow successful engagements in Alfred Nzo and OR Tambo districts last week.
These workshops form part of a series designed to empower municipal political leadership and administration by improving their understanding and implementation of the 2025 Division of Revenue Act. Key areas of focus will include:
Interpretation and application of Sections 17, 18, 19, and 21 of the 2025 DoRA.
Clarification on the process regarding unspent conditional grants for the 2024/25 financial year, as guided by MFMA Circular 130.
Guidelines on the stopping and reallocation of funds, in line with MFMA Circular 129.
Promotion of integrated infrastructure planning through enhanced sector coordination.
The session delved into revised frameworks for conditional infrastructure grants administered by various national departments, ensuring municipalities are aligned with the latest compliance and implementation standards.
District and local municipalities were expected to be represented by Executive Mayors, Portfolio Heads for Infrastructure, Budget and Treasury officials, and Municipal Public Accounts Committee (MPAC) members. From the administrative side, attendance included Municipal Managers, Chief Financial Officers, Directors of Infrastructure Services, and Project Management Unit heads.
