The Joe Gqabi District Municipality (JGDM) and its development agency, the Joe Gqabi Economic Development Agency (JoGEDA), have each been recognised for excellence in governance after receiving prestigious awards at the Local Government Indaba (Gauteng) held at the Gallagher Estate in Midrand, Johannesburg,yesterday (2 October 2025).


The awards, presented by the Minister for Cooperative Governance and Traditional Affairs (CoGTA), Mr Velenkosini Hlabisa, were conferred in recognition of the two institutions achieving clean audit outcomes for the 2023/24 financial year.
JGDM Executive Mayor, Councillor (Cllr) Nomvuyo Mposelwa, accepted the awards on behalf of the municipality and JoGEDA at a gala event last night.
“These awards are not just accolades, they are proof that accountability, transparency and good governance are at the heart of how we serve our people. A clean audit is about more than financial compliance, it is about building trust with our communities and ensuring that every resource is used responsibly for their benefit,” said Cllr Mposelwa.


The recognition affirms the Joe Gqabi District Municipality’s commitment to sound financial management, internal controls, and governance standards, as well as the effectiveness of its entity, JoGEDA, in supporting local economic development while maintaining the same high standards of accountability.
“Receiving two awards in one evening for both the municipality and its agency is a proud moment for our district. It shows that when institutions are aligned in their values and practices, the results are tangible. We dedicate these achievements to the communities of Joe Gqabi, because good governance is ultimately about delivering better services and opportunities for them,” added Cllr Mposelwa.


During his address, the Minister emphasised that “An ideal municipality is led by skilled, ethical leaders who prioritise professionalism, accountability, and transparency. Oversight structures function effectively, with decisions that are participatory, inclusive, and responsive. Communities are actively engaged through ward committees, cooperatives, youth and women’s groups, and traditional councils.”


The Joe Gqabi District Municipality, having received clean audit outcomes for four consecutive years, demonstrates a growing culture of excellence and responsible administration within the district, positioning Joe Gqabi as a model of good governance in the local government sector.
